An Environmental Impact Assessment is a statutory requirement for any project likely to have a significant effect on the environment — mandated under the Environmental Management and Coordination Act (EMCA, 1999). No development can proceed without an approved EIA licence from NEMA.

Strategic Environmental Assessment is a systematic decision-support process applied at the policy, plan, and programme level — upstream of individual project EIAs.
